Hi Swisser,
I am going to send you a list of links. The first links are dedicated to preschool reading. After these links will be a list of fun places to visit with your kids. Some of the places may be too old for your kids now but they will grow into them quickly. I know my kids have! Goodluck and Have Fun!
Next is a list of online game sites that I have found on the internet. You'll need to go through and see if they fit your needs. My kids favorites are first. They are ages 6 and 4.
I actually do let my kids read online because we have cable access so it doesn't really matter how long they are online. I guess I forgot what it is like to have dialup. It has been over three years since I had to use the phone line. What I used to do was use Callwave a program that let me know if I had a phonecall and then I would answer the call. I was online all the time then too but my connection was much slower!
