Question
How do you make a tassel looking edge on a hem line without making tassels?

Answer
I,m not sure if this is the look you are going for but I take several strands of yarn, about 10 inches long, fold it in half, pull it through and go into the loop and tighten, just like fringe.  Then loop all the stands around your finger and pull the stands through the loop.  Do not pull tight until this second loop is all the way up against the edge.
