Question
I'm knitting a vest. I'm on the RS. The instructions tells you to purl to marked
center sts join new yard bind off 22 sts,  purl to end-14. IHAVE DONE THAT.
This is what I do not understand.  Working each side separately, bind off at
each arm hole edge 6 sts. (I understand this part) once, then 6 sts once,(THIS
IS WHERE I GET CONFUSED) AND AT THE SAME TIME bind off each neck edge
1 st twice-no sts rem. WHAT DO THEY MEAN 1 st twice.  

Answer
I think they mean that you have to decrease at the neck edge in two different rows.  So written long hand the instructions would look something like this:

Next row: bind off 6 stitches, work to last 2 sts, k2tog (or p2tog if it is a purl row) 7 stitches remain.
Next row: K2 tog, knit to end 6 stitches remain.
Next row: bind off 6 stitches.
