Question
at beg of row, bind off [9 (9,9,12)sts twice,[3sts]2(2,4,4)
times, then [2(2,2,0)sts]2(2,2,0)times.Dec 1st at each side [every row]6(6,5,8)times, then[every other row]2(3,2,3)times.(64,68,72,74 sts)

Answer
I am guessing that your question is what does all this mean?

The 9(9,9,12) bit relates to the different sizes in the pattern.  For the smallest size use the first number in the list, for the largest use that last number in the list.  

For row by row instructions, I am assuming that you are working in stocking stitch.

1st row: Cast of first 9(9,9,12) stitches, knit to the end.
2nd row: Cast of first 9(9,9,12) stitches, purl to the end.
3rd row: Cast off first 3 stitches, knit to end.
4th row: Cast off first 3 stitches, purl to end.
If you are knitting the third and fourth sizes repeat rows 3 & 4 once more.
For the 1st, 2nd and 3rd size only:
5th row: Cast off first 2 stitches, knit to end.
6th row: Cast off first 3 stitches, purl to end.
Next row: Decrease one stitch at each end of the row.
Repeat the last row 5(5,4,7) times.
Next row: Decrease one stitch at each end of the row.
Next row: Purl*
Repeat the last two rows 1(2,1,2) more times.

Note for third size the alternate row* would be a knit row.
