Knitting - neck shaping

Question
I am making a vest in stockinette stitch, I am now working on the neck shaping, the instruction is as follows: Next row (RS): Work across first 26(28,30,31)sts, join 2nd skein of yarn and bind off center 12sts,work to end of row.
Working both sides at once with separate skeins of yarn,bind off at each neckedge{4sts] twice,then [3sts]once. Dec 1 st at each neck edge[every other row]4(6,8,9)times.(11 sts each) Kindly explain all this for me. Thank you much.

Answer
26(28,30,31)sts

first size = 26 stitches
second size = 28
third size = 30
fourth size = 31

Next row (RS): Knit 26 stitches for the (28,30,31)sts, join 2nd skein of yarn and bind off center 12sts,work to end of row.

Using the first size to reword the instructions:

Knit 26 stitches.  Get a second ball of wool and use it to knit the next two stitches.  Turn the work and tie the two tails of yarn together securely. Turn the work again, slip the first stitch knitted with the new ball of wool over the second stitch and allow it to slip off the right hand needle (this is your first bind off).  

Knit one stitch, slip the first stitch on the right hand needle over the stitch just knitted and allow it to slip off the right hand needle. Repeat this action 10 more times.

Knit to the end of the row.


Working both sides at once with separate skeins of yarn,

This means that you are knitting both sides at the same time.  You would work the next purl row on the right hand side of the vest (wrongside facing).  When you get to the cast off bit, you release the ball of wool you have been using for that side and work the other side of the vest with the other ball of wool.  

bind off at each neckedge{4sts] twice,then [3sts]once. Dec 1 st at each neck edge[every other row]4(6,8,9)times.(11 sts each)

Next row (WS):
first side: Purl
second side: Bind off 4 sts, purl to end

Next row (RS):
first side: Knit
second side: Bind off 4 sts, knit to end

Repeat the last two rows.

Next row (WS):
first side: Purl
second side: Bind off 3 sts, purl to end

Next row (RS):
first side: Knit
second side: Bind off 3 sts, knit to end

Next row (WS):
first side: Purl
second side: Bind off 1 sts, purl to end

Next row (RS):
first side: Knit
second side: Bind off 1 sts, knit to end

Repeat the last 2 rows 4(6,8,9)times
