Question I just finished knitting 6 border blocks in seed stitch and have them on stitch
holders. Now I have to join the blocks by working in seed st to last 3 sts---
then hold current block in front of first 3 stitches of next block and, taking 1
st from each needle tog, seed st 3. My seed stitches don't line up knit for
knit and purl for purl. Also, I have all these loose tails and wondered what I
should be doing with them.

Thank you for your question.
I don't know the pattern well, but I've managed to find a picture and so base my answers on that.
With regard to the seed stitches not lining up, I don't believe that this is a major concern, as the row following the border blocks will be the start of the stocking (stockinette) stitch with moss (seed) stitch stripes?
In that case, as long as you keep the seed stitch correct on the front panel when you have two together, I think that should be fine.
The loose tails can either be knitted in as your work, or sewn in afterwards. Here is a good article from Knitty which details how to weave in the ends. http://www.knitty.com/ISSUEfall04/FEATfall04TT.html
