I add my thanks for this question and answer. I struggled a couple of years ago with similar instructions for the border to a Sirdar shawl. Due to lack of time (I had two shawls to knit, for twins) I ended up substituting another border. Now, with this excellent answer, I've succeeded in interpreting the pattern. Thanks, Susan!
