Land Rover Repair/starter, radio on when engine off, damp under dash boar

We have a 2000 Discovery II and the engine turned off, then wouldn't start again.  I walked passed it the next day and the radio was on, so I turned the key to turn it off, which I think I did. The battery went dead a few days later.  Checked the fuses, charged the battery, replaced the starter, and the started began whirring even after the engine was shut off (had to disengage battery to stop the whirring). Returned the starter thinking it may be the problem.  This all happened after heavy spring rains and a newly cracked windshield (driver's side), so I checked the interior fusebox area which was damp and left it open to dry out. I remember reading that this type of leak can cause problems. Any advice or helped is welcomed.

It sounds like you may have some kind of water damage to your electrical system.  The starter should not be spinning with the key off as you know.

Water damage from rainstorms and the like is generally covered by comprehensive insurance.  If I were you my next call would be to my insurance agent, relating the story of the car's failure after a rain storm as you wrote above
