Question We have an old covered well in our backyard that sits above ground about 12". I'd like to encircle the base of it with a stones and mortar but am wondering if I need any kind of a footing for it. We live in eastern Wa state where it freezes. Thanks for your help!

Yes, unfortunately you will need to construct a footing for the stones, especially if they are ever to be walked on.
Around 10" will be enough and fill it with hardcore or a stabilizing mix. Then lay a dry mix of sand and cement and push the stones ino it. Use a spirit level to ensure that the stones are level, then brush more dy cement mix between them.
