There is nothing you can do. The police are unwilling to make any effort in such a pedestrian issue and their rights seem to out-way your expectation for quality of life. They've won. The only solution is hope their house burns down or move. It could be worse. You could be in my situation where my neighbors use f**c as every third word in front of their children, and mine.

I have similar problem in that my neighbors like to raise horses and tolerate dust, smell and excrement from these animals. We live in Delta, Colorado and the Code Enforcement officer apparently does not like his job. He plays favorites with those he likes. It is rumored that he has referred to me as a pain in the .... Now, the same neighbors are creating a circle track for their kids to race 4-wheelers. So, there is no legal alternative. I have become the bad neighbor, not the irresponsible people. I am going to grow giant willows that grow fast and over 20' tall. My wife and I are each 70 years old and had hoped for a quiet retirement. The willows will be an experiment but we will probably be dead by the time the willows are of use. We live at 795 1550 Road in Delta. Colorado. Drive by and see extremely irresponsible neighbors. Stop in and we will visit.
