i had a debate with a student recently about the commas in the following sentence:
The Leadership Institute will aim to accomplish social justice for, and the educational development of, deaf and hard of hearing individuals worldwide.
i said that the two commas are required; he said the second comma after "of" is not needed.
can you tell me who is right?

Answer I can find no reference to this type of sentence in the writing rules of either the MLA or the APA.
Technically ending phrases in a preposition is not grammatically correct.
I wouldn't word the sentence this way at all. The only place you see this type of wordiness is in grant proposals and such where the author is trying to sound important.
Proper wording depends on the use of the writing but...
