Near the Mekong--
Viradessa Guest House - dorm US$1, two-bed singles US$2-3
Vanvisa Guest House - shared bath US$3, attached bath US$7
Rantana's Guest House - US$5-6 (newer house)
Historic Temple District--
Phoun Sab Guest House - shared bath US$4, attached US$7
Pa Phai Guest House - singles US$3, doubles US$5
There are probably more in the area that aren't listed so check it out and I'm sure you can find a good place.
Speaking of St. Petersburg, I was just there last year. I took the Trans-Siberian across from Irkutsk. We had a great trip! St. Petersburg was a very beautiful city! If you want, you could probably go to Amazon.com and order a guidebook and have it sent to Russia. Just a thought. Anyway, I hope you find everything you're looking for. Take care!

Sorry, for not responding sooner. I'm sorry but I don't have the addresses for those guesthouses. But Luang Prabang isn't such a big city so I don't think you'll have trouble finding those guesthouses if you go to those areas of town that I listed. Good luck and have a great trip!
