The Bible and Book of Mormon both contain the fulness of the Gospel, but that does not mean every single doctrine is taught within. The Gospel, as defined by the Book of Mormon is simply that Jesus is the Christ, the only begotten Son of God who came to earth to atone for our sins, was crucified and was raised on the third day, conquering death so that all who believe on his name will do likewise. Going by this definition, the Book of Mormon does contain the fulness of the gospel because it teaches this in its fullest.
