Yes he does have a brother. He(Det. Goren) mentioned him, and that he has a big gambling problem.

I dont remember all the details of this particular episode, but the brother was seen by Bobby on the street and Robert went to talk to him. The brother had indicated that he was either in recovery or back in recovery. Bobby offers him some money and gives him his coat (london fog), and tells him he needs to go visit Mom. I am not sure but I think Bobby gives him his card and later the card is found that identifies him as Bobbys brother.
