Question
what time of year is best to rake out pine needles ?

Answer
I take it that you are talking about pine needles on the lawn. This means that you have pine trees which are already shading the turf to some extent. Fallen needles add to the shading effect and will eventually smother the turf.
I would rake out pine needles before I mow.
