The Stenotype machine to be designed and manufactured for every language will be having different shorthand keys to be typed ?

For example, in case for any  specific language just as some examples Hungarian, Swedish, Taiwanese, Danish or our regional languages in India viz Hindi, Marathi, Gujarati, Tamil, Bengali etc, Do we have to design and manufacture Stenotype machine specific to those languages ?

I don't know anything about stenotype machines, but since they are used in court rooms, I'm sure they exist for every language that is used in court rooms. I would imagine that it is easy to encode stenotypes for a new language into such a machine. But you will probably learn more than I can tell you by doing some internet research on the subject.
