it is my sister who has the disease, and is currently living in huntingdon cambs, my question is this: would it be more beneficeial for her to live by/near the seaside, is there a particular air quality that would be helpful to her condition

Humid environments tend to make breathing more difficult for people with lung disease. There's just too much moisture in the air, making it "thick" and difficult for it to flow through the airways easily. A drier environment tends to be best. However, pollution and ozone levels should also be considered. Typically, state weather services have this information, so you can see which areas are better than others.
