I had a similar problem. Fuel gauge never read above about a half tank, and temperature gauge always read near the low end on my '79 MGB. Culprit was the voltage stabilizer under the dash.  That said, I've also had a float on the sender partially fill with gas either due to a slow leak or osmosis, and then the fuel gauge reads erratically.
