Question The first day I got my MIDI cable, I hooked everything up to Finale 2009, and I could play notes on the keyboard and Finale would write them out at the SAME TIME i pressed the notes; all i had to do was change the note value with the keyboard. It has stopped working and I have no idea why. I have tried resetting everything, computer restore, realoading drivers, etc. Thus I believe somehow a setting was changed? Right now I have to use one hand to press the computer keyboard and establish the value of the note and the other hand to play the notes. It's highly frustrating please help? I have a CME U2MIDI cable and the keyboard I use is an HP-1 from Roland.

Sorry, I am not familiar enough with finale to offer a solution, and also, I am not really clear on what it is you are trying to do.
In order for Finale to set a note "value" and by value I assume you mean its pitch and length... you have to have a tempo established. The only way to do this is to record it... ie have finale be playing a drum or click track for you to follow and listen to while you play the actual notes... Finale then sets the note lengths of the notes you are playing based on the tempo.
Now, if you are talking about setting the note pitch via the keyboard, and the note length via some buttons also located on the MIDI keyboard, this is a different thing. You can go into Finale and set up a controller map, which will allow specific MIDI Controller data to set the note length which will apply to the next key press... you will have to check you manual on the specifics of how to assign this to your keyboard. Very likely, they are already assigned to hotkeys on your PC keyboard, such as the Function keys.
You would then set Finale to "Step Input" mode, and it would then sit and wait for you to press a note, then display it in the score after each entry.
