Question
Dave, I have the very same problem you have with the broken belt.  If you get it figured out, I would appreciate you passing it along to me.  I'm a farmer and use it for repair parts construction and need it badly.  Thanks, Lane  Ironfarm@comcast.net

Answer
I didn't have the problem. Someone else did.
This is the answer I gave them. Do not know if it helped.

Try looking searching or posting on a forum site like http://www.practicalmachinist.com/ubb/ultimatebb.php or
http://groups.yahoo.com/group/atlas_craftsman/.
I also found a manual on ebay. Item number: 270150322603

Lots of good links here also http://metalworking.com/listservers.html

Check this out !! http://www.lathes.co.uk/craftsman/page2.html

Also sears www3.sears.com still has parts for it.

Hope this helps.
