Can I use the lightning connector to USB cable to connect a USB thumb drive to an iPad 5 for the purpose of transfering photos back and forth?   thanks

No, will not work.
You can transfer with iPad connected to Mac with iTunes (confusing)
You can email them to yourself (a pain)
You can get a dropbox, sugarsync, or other online backup service that has an iOS app.
