Hi David,  I want to set up a chat forum like this one:

 http://mittromneycentral.com/community/chat

  where people can register and chat in real time.

  Where can I go to set it up?

To do one like the example you would need
1] a domain name   (godaddy has a $3 special running)
2] a webhosting service   (dreamhost has a $20 for one year and 2 domains special now)
3] the forum software installed on the site.

A] or use one of the free forum sites (I have no experience with them)
Google "free forum"   https://www.google.com/search?q=free+forum
I would set up a couple on the top sites and see how they work.

B] or setup a free website on http://weebly.com   and setup a forum there
