Macintosh OS/windows USB DRIVE

Question
If I take a usb memory stick to a Windows PC, and
format it there, then place a jpeg file onto the flash drive,
will a Mac be able to read that file ?

My local print/ copy shop cannot read a usb STICK THAT is
formatted for Windows, via Disk Utility. So I am trying to
figure how to  get jpeg files onto a flash drive, which will
be compatible to my mac mini and a wINDOWS 7 ENTERPRISE pc.

I really thought, naive twit I am, that these absurd compatibility
problems were a problem from long ago.
Apparently not.

Answer
We have discussed this.
Format is one of two things that are done to storage devices, the other is Partition.
ALL storage devices are Partitioned AND Formatted.
Partition can be
GUID Partition Table | GPT - Mac can read and write, Win (not XP without driver) can read and write
Apple Partition Map - Mac can read and write, Win can not read or write without utility
Master Boot Record - Mac and Win can read and write, files must be smaller than 4Gb

EXT2 & EXT3 - Linux only without utilities on Win & Mac

Format can be
HFS+ - Mac format, Win requires utility to read or write
FAT32 - DOS WIN format, Mac can read and write.
EXFAT - WIN format, Mac can read and write
NTFS - Windows can read and write, Mac can read only without a utility

ON WINDOWS
Partition the USB drive on Windows as MBR (Master Boot Record)
Format the USB drive on Windows as FAT32 or EXFAT

IN DISK UTILITY ON MAC
Partition the USB drive on Windows as MBR (Master Boot Record)
Format the USB drive on Windows as FAT32 or EXFAT
