Macs/Apples - spinning wheel of death(beach ball) IMac Tiger

Question I have a 2006 iMac 2.16GHz Intel Core 2 Duo. 2GB 667 DDR2 SDRAM,250 GB SERIAL ATA Drive.ATI RadeonX1600/256MB VRAM. My operating system is Tiger 10.4.11
I have a problem with almost constant spinning wheel of death(a beach ball), even if only one program is open and regardless which of several browsers(Safari,Opera,Firefox,Camino) I use.I have 95 GB of available space on my disk and I use not more than 1.4 GB of RAM
I verified permissions and repaired disk using my installation DVD(the message was that no repair was needed).I reset PRAM.I used a second account.
None of the above made any difference and the beach ball continues to appear even on a start up.
The beginning of this problem did not start following installation of any new software. I use Ethernet to connect to the Internet.Diagnostics did not show any problem with my hardware.
I would appreciate any suggestions what else could I do to remedy the problem.I suppose that the reinstallation of the operating system would solve this problem but for obvious reasons I would like to avoid it,if possible.
Answer Start from running Apple Hardware test:
Insert the 'iMac OS X Install Disc 1' install DVD into the optical drive of your computer
Restart the computer while pressing and holding the 'D' key on the keyboard during startup.
Let me know the results.
