If the valve is seized/frozen it can be repaired. Remove it from the cooktop and soak it in "penetrating oil" for at least 30 minutes. Every 10 minutes or so you can try to jiggle or lift out the center portion of the valve, which is the part that freezes. You could also try tapping the sides of the valve after the oil has been applied to help the oil penetrate. I used this process to un-freeze this valve a year ago and it still works today.
