From the information given on the website, the hotel is indeed a budget one. I wonder if you are travelling in group/family or backpacking. If you are backpacking, there are plenty of backpackers lodges in the city centre, most are cheap and reasonable.
There is no need for you to be worried of the occupancy of those places as there are at most time not fully occupied/booked since there are plenty of places to choose from in KL. I hope you enjoy your stay here.
