Principal Corporate  Planning Executive


Position reports to;
Chief Executive

Primary objective Develop, direct and control the corporate planning and development activities of the organisation. Prepare and monitor business plans ‑and advise the Chief Executive and/or Board as appropriate.

Specific accountabilities

Develop short, medium and long range corporate strategies and business plans for the achievement of overall business objectives.

Direct the organisation's forecasting and business analysis activities.

Assist management in the preparation of business plans, reports, budgets and forecasts.

Assist the Chief Executive and senior management in defining and implementing corporate strategy.

Provide advice to management in developing business planning and forecasting techniques.

Ensure management are informed of political and economic factors which may influence business plans.

Direct internal business research and review present programmes and planning projects with the Chief Executive and other relevant executives.

Review proposals for major capital expenditures to ensure their conformity with corporate plans and justification on economic grounds.

Evaluate existing and proposed major investments and provide the Chief Executive and/or Board with detaiIed statistical and financial data to thoroughly assess such projects.

Investigate and assess business opportunities appropriate to the organisation, including licences, patents, joint ventures and possible mergers.

Review the operating results of all divisions, activities and investments in light of budget objectives and corporate plans.

Maintain necessary contact with key customers, industry associations or government representatives.

Select and train subordinate staff. Consult with subordinate staff and review recommendations and reports.

Ensure activities related to the function comply with relevant Acts, legal demands and ethical standards.

Knowledge of the Planning aspects of the Strategic Management System , its practices, processes and schedules.
Knowledge  of  the General Budget Formulation Principles and Practices
Knowledge of budget formulation techniques and budget formulation requirements, including understanding of key budget terms, i.e., appropriation,  authority, , authorized, obligated, costed, outlayed, etc.
Knowledge  of the CO. staffing and CO.staff Allocation Process including the staffing formulation, presentation and review process and the  staffing execution process. Knowledge of  staffing terms.
Knowledge and understanding of the funding aspects of the CO. budget execution process (Appropriation , Apportionments, Approved Funding Program,  Contracts (obligations), Costs, Outlays)
Knowledge of project management practices and techniques.
Knowledge of federal  labor  laws/ labor  relations.
Knowledge of and ability to use Grants Agreements and similar types of agreements effectively.
Knowledge  of, and ability to apply contractor management and project oversight techniques
Knowledge of the various types of   plans, their purposes, contents and uses, including strategic plans, multi-year program plans, annual performance plans, crosscut plans, project plans, acquisition plans, and spend plans.
Knowledge  of General Program Analysis and Evaluation Principles and Practices
Knowledge of, and ability to use, traditional oversight methods to compare actual versus planned performance (organization, program, project, individual, contractor, etc.)
Knowledge of financial management and control.
Knowledge of the tracking and reporting requirements of the Strategic Management System
Knowledge  of  General Project Management Principles and Practices
Knowledge  of  National GOVERNMENT  / ENVIRONMENTAL   Policy Awareness
Knowledge and use of support service contracts--technical support, management support, and maintenance and operations services--when they are appropriate and how to use them.
Knowledge of inherently governmental functions in the areas of supervisory functions, policy development, government representation, budget and financial management, procurement and program management--dos and dont's.
Knowledge of roles, responsibilities and relationships of program managers, project managers, contracting officers, and contracting officer's representatives with respect to acquisition and financial assistance.

Ability to use the Corporate Planning System and Data Center for storing and retrieving planning information.
Ability to influence budgets through clear and convincing justifications and effective oral and written defenses when they are challenged. Also, ability to link budget requests to  priorities, organizational plans and program plans.
Ability to interpret and understand the budget as appropriated and comply with  programming guidance.
Ability to assign work and fund the PLANNING  and field activities.
Ability to develop and implement strategies for technology transfer and deployment.
Ability to use the Corporate Planning System and Data Center for storing, retrieving and using budget execution information related to procurement and financial assistance, work assignments, funding allotments, obligations, etc.
Ability to establish performance-based objectives, measures and expectations for programs to facilitate evaluation of program success.
Ability to identify and take appropriate corrective actions to bring program performance into alignment with plans.
Ability to evaluate contractor and laboratory performance by establishing performance-based requirements (objectives, measures and expectations) and an evaluation plan with evaluation criteria.
Ability  to Develop  the project plan including the work breakdown structure, master schedule, network or Gantt chart and resource assignments.
Ability to translate long-term (strategic) organizational goals and objectives into program goals.
Ability to  Execute  the project by providing technical direction, coordinating the activities of all line and staff elements and correcting technical, cost and schedule deviances in a timely and effective manner.
Ability  to  Track  project execution against cost, schedule and technical performance requirements. Regularly assessing and reporting project status.
Ability to use the Corporate Planning System for storing and retrieving budget information.
Ability to Establish the project by defining its scope (technical performance, cost and schedule), assigning responsibilities and defining how it will be organized, staffed and managed.
Ability to create a comprehensive multi-year program plan defining the objectives and milestones of a program covering five years or more.
Ability to effectively plan annual operations (e.g., program execution plan, annual operating plan) covering the activities and associated funding for a program for a specific fiscal year.  
Ability to clearly define performance-based objectives, measures and expectations as the core elements of a plan.
Ability to facilitate a team planning process.
Ability to conduct facilities and capital asset planning.
