I frankly didnt know a department called design engineer thats beacause design engineer consider as a base in all engineering major ( electronics , mechanical , aerospaces ..........)

Answer Industrial Engineering is a generic engineering degree that focuses on all of the aspects of industry sciences but specializes in none. It is a necessary position for globalized thinking (overview thinking). Design engineers focus on creating a products fit, form, or function. All engineering fields have some design coursework in them but do not specialize in it.
To answer your question about the difference between an industrial engineer and a manufacturing engineer... they are pretty much the same. Both focus their engineering on the development, improvement, implementation and evaluation of integrated systems of people, money, knowledge, information, equipment, energy, material and process. Both draws upon the principles and methods of engineering analysis and synthesis, as well as mathematical, physical and social sciences together with the principles and methods of engineering analysis and design to specify, predict and evaluate the results to be obtained from such systems.
