Suggest you find a local university, such as in cairo, that has an IE cirriculum, and enroll in a night program or take a leave of absence to obtain a BSIE degree (bachelor of science in industrial engineering).
If not, professional trade associations have certification programs in IE topics: IIE, SME, APICS, ISM, CSCMP.
