Answer
Mr. Ghassan Abou Khalil

Here are answers to some of your questions, (1,2,5,9). To more fully answer all of them would take considerably more time. The AllExperts service is really intended for single questions at one time.

Have you looked at the
Knowledge Management Server at the University of Texas at Austin,
http://www.bus.utexas.edu/kman/pubs.htm;
and the
Learning Organization section in Smart Business?
http://www.smartbiz.com/?

These have a great deal of information on the topics of concern to you.

1. How can Knowledge be transferred in an Organization?

A.    Mentors: The best way for maximum transfer to a single person is by Mentoring. Identify key people in the organization and have them mentor the up and coming people in your organization.

B.    Advocates: Identify people in the organization who have real expertise in their areas; e.g., new materials, new manufacturing processes, sales presentation development, etc. Have those experts, as part of their regular assignment, be available to help others and to advocate the best practices in their areas.

C.    On-line Courses: Make these available to all your personnel. They can be done at their own pace and convenience. Identify and communicate to your people particular courses that are most relevant to your organization's development. There should be a yearly re-examination of available material.

This relates to the 5-YEAR RE-EXAMINATION technique
If you have not changed your solution to a problem in five years, you should certainly re-examine your solution.
If you have not changed the way you are doing your work in five years, you should certainly re-examine your solution.
The combination of changing conditions of the problem, changes in the environment of the problem, and technology changes that have occurred in that time almost certainly have made a change in the way you should solve the problem.
Setting a five-year interval is arbitrary; it can be one or two years or whatever is appropriate considering all the changes that are occurring.

2- What should the Internal Knowledge Resource Database and External Knowledge Resource Database contain?

You should maintain as much of the Core Competencies in-house in your Internal Knowledge Resource Database as possible:
  Manufacturing technology
  Marketing and sales
  R & D: Patents, Trade Secrets, etc.
Human Resources, Management Development and Training

This requires a tradeoff with other requirements for capital. Use external sources for those competencies that you can't maintain in-house.

5- What does the Intellectual Capital Management Include?
See 2 above

9- What is the Difference between a learning Organization and a Knowledge Organization.

Symbiosis: There should be a symbiotic relationship of learning and knowledge.
As you learn how to solve new problems that arise within the organization; that knowledge should be incorporated in your Corporate Knowledge Base. That knowledge will then be available for applying to the Learning phase for solving new problems.
You should also be scanning external sources, the WWW, key print media, etc. for information that should go into your Internal Knowledge Resource Database.

Creatively yours,

Milton Waxman, Ph. D.
