Question QUESTION: i am a indian cdc holder.joined ship on 11th december '06 and worked as a engine cadet till 9th june 2007.i have 181 days of seaservice.i want to know whether i have enough seatime to appear MEO CL IV exam or not.if not what should i do?what is the minimum days of seaservice required?
ANSWER: Dear Subrata,
In order to appear for MEO class 4 exams you need a 180 days sea time and at least 120 days propelling time.
in your case you are just touching it,but yes you are eligible for MEO class 4.
Make sure the propelling time is also mentioned on your sea service letter.

QUESTION: thank you for your answer.i dont have chief engineer's signature on seaservice certificate but only master's signature.even it is not mentioned about propelling time.
so what to do?is watch keeping certificate is mandatory?
i have worked on ums ship.in the tar book is it necessary to have all the signature?is 2nd engineer is eligible for signing it?who should sign watch keeping certificate-master or chief engineer?what are the contents of watchkeeping certificate?

Answer Dear subrata,
well its ok that you don't have the C/E signature the masters signature will work.
if you don't have a mention of propelling time on sea service, go to office and get a letter from superintendent mentioning propelling days.
its not necessary to have the TAR book fully signed.
at least 80% must me signed...as all the work is not possible to cover in 6 months .even you may not have some machinery mentioned in TAR book.
yes 2nd engineer is eligible for signing the same.
Master / C/e any one of them can sign the same.
