I'll try to answer for the U.S. Other markets may be similar, but are outside my limited expertise.
1. Get a copy of Bacon's Newspaper/Magazine Directory. You can call them at 800-621-0561.
2. Look in the magazine section for any magazine that is directed at the audience you hope to reach.
3. Contact those magazines and tell them you wish to subscribe and also to get the 1995 issue with the most advertising.
4. Check the advertisers for the most likely contacts
for your product. For yourself, find someone who can speak and write acceptable English to contact the purchasing officers at the companies you hope to sell. Offer to send samples or whatever else they need to make purchasing decisions.
5. How will you get your product to the US? Delivery time is critical, so be sure you can deliver what you promise.
6. I have no idea whether or not this will work, but believe it has a better chance than trying to find the "right" portal.
