First I am a 41 year old mother of five (pregnant with number 6). My personal experience alone makes me an expert. I have also researched human reproduction and pregnancy for the past 13 years. Question
can you miscarry one identical twin and the other one survive

Answer
If the identical twin is in their own sac - yes.  This actually happens quite often with twins - one will pass on and the other will grow and thrive.  If it's very early on - the body just re-absorbs it.

Now if both are in the same sac - I'm not sure the other could survive it - though it may be possible if it happens early on.
