Answer 1. There is no set amount, but most suppliers will require a minimum order. The total amount would be dependant on the scope of products and services you intend to supply. If it is just disposable supplies, the investment is smaller than if you include wheelchairs, scooters and/or oxygen.
2. Making a profit is simply providing a serice/product at a competitive price which is greater than your costs including overhead. This holds true in Texas. Your challenge may be finding goods at a cost that allows you to be competitive with those already established.
3. You will need a business licence and a medicare/Medicaid billing licence. These are specific to your county/state.
