Question
My boyfriend is the one with the Mercedes and is a die hard Mercedes fan,  it is a 380SE not a 300E. He wants to know should there be power to the cold start valve.

This has me confused.
The 300E 3.0 was not imported to the USA until 1986, which would make this a (nonstandard) Grey market import, and very difficult to find service data.

Best advice:
You have a minor starting issue, begin looking for a vacuum leak and treat the system for dirty injectors.
This needs hands on diagnosis for lowest cost repair.

I would contact (join) the Chicagoland Section Mercedes-Benz Club of America can help you, they are extremely active, offer great advice and know the best repair shops near you.
