What is the term "MEASUREABLE" snowfall mean?

Measurable snow means:

"Measurable precipitation is defined as .01 (one-one hundredth) inch or 0.2 mm (millimeters) of liquid, or 0.1 (one-tenth) inch or 2.5mm (millimeters) of snow."
