Methodists/age of constituents

Do constituents include children and youth who have not been confirmed? How do we decide the age group of constituents?

Paragraph 230.3 of the 2012-2116 Book of Discipline in describing Membership Records of the local church says: "Constituency Roll, containing the names and addresses of such persons as are not members of the church concerned, including unbaptized children, young adults whose names are not on the membership record, and other nonmembers for whom the local church has pastoral responsibility."
This is on page 163 of the Discipline.
Hopefully this meets your need.
