Question
How should the SPRC chair be elected.  Can the person be appointed by the pastor from membership of the SPRC committe?

Answer
The Book of Discipline 2012 states specifically in 258 1. c) on page 191:

"The pastor shall be the chairperson."


I know that in years past it was elected, but in 2012 (or maybe in 2008) it was changed so that the pastor is specifically set as the chair.
