Question
Does the lay leader in a Methodist Church have to be a member of such church?  Or can the lay leader be a regular attendee and tithe giver of that particular church for over 7 years?

The Lay Leader in a church must be a member of the congregation as I understand church regulations. Review this in the 2012 Book of Discipline of the UMC. The Pastor should be able to guide you to the words of the regulation in the Book.
