Mexican Law/Mexican divorce by proxy

Question
My boyfriend is a Mexican national. He was married in Mexico City. He now lives in the United States and is unable to travel to Mexico but does have a legal residence in Mexico City. He has been separated from his wife for 11 years. They both want a legal divorce. Their children are grown (over 18 years old). They do have property but agree on how to share it after the divorce (a house and apartment building).

Can he get a power of attorney while outside of Mexico to obtain a divorce by proxy or must he go to Mexico for this?

While he be able to obtain a divorce that is recognized by the Mexican government?

By proxy, no. He must travel to Mexico. If he can't, he can sign off a power of Attorney by Consulate via; he must contact an Attorney in Mexico City.

If they both are agree at all, divorce is ready in one month in Mexico City.
