Question Hi Claudia... I´m Mexican and my wife is British... We´ve been living in Mexico City for the past 17 years and we´re looking for a place to retire permanently in the next 5 years... She´s very keen on bridge and to have exposure to a foreign community
so she´d not be marooned from her culture.... Our plans at the moment are to move to Tepoztlan where a fairly large expat community resides and is fairly close to Mexico City... Do you think Xalapa-Coatepec would fill our needs vs Tepoztlan?

No, no te recomiendo Xalapa.
Xalapa, mostly Coatepec, is a lovely place to retire with an extremely benign climate, but the expat community is small. There are many lovely things about the Xalapa/ Coatepec area, but it is just now being discovered by expats as a place to live/retire (it's up and coming but not there yet). So, unfortunately, while I do recommend a visit to the area, I think Tepoztlan will fill your needs much better than Xalapa.
