Mexico - topless sunbathing

Question
We are planning to staying at the Occidental Grand in Cozumel.  I have e-mailed the hotel and have not obtained an answer to this question:  Is topless sunbathing permitted on resort beach's?  Or any beach?  I have researched on the internet but can't get a "yes" or "no" answer.  Thank You.

Answer
Topless is tolereated on all beaches just about anywhere in the Caribbean and Mexico, as this is the normal way for most Europeans to sunbathe.  Do note that unless you are in a true clothing optional resort, the managment does have the right to ask you to cover up if they should get complaints from other customers.  However, I have NEVER heard of this happening.  Just remember topless is only tolerated on the beach, you must be covered up when walking around the property and when sunbathing poolside.
