I have purchased a car for a family member in Mexicali, Baja CA Mexico, 2003 Ford Focus, purchase price $3k
what should I expect to pay to export the car to Mexico?

There is nothing better than getting the OFFICIAL word from the Mexican Government. I doubt it that they will reply to you via email. If you've already bought the vehicle without first asking, it might not be a bad idea to get an appointment at the closest Mexico Consulate near you.
