Mexico - Marriage in Mexico

Question
My fiance got married to his exwife in Cancun Mexico in November 1996. We cannot find his certficate. It was not registered in Canada as we have checked. How can I obtain a certificate if the wedding was not a sham as there were plenty going around in that year in Cancun?
