Can my husband and I get our FM3 in the USA before moving to Mexico?

Of course you can. Find the consulate nearest you and go in to see them. Here's the list: http://www.sre.gob.mx/acerca/directorio/consulados/dirconsulados.htm

You might try calling them and asking questions, but generally, a face to face visit will be required. They'll probably give you a list of documents to gather and present to them. Remember to ask specific questions about the requirements before you leave the office, so that you can get everything together without have to go back for clarification.

If you plan to move your household items with you be sure to tell them that at the time you ask about the requirement. Permissions for people and for their possessions are given seperately.
