Question
we are traveling to san miguel, but have a 5 hour layover in mexico city. is it feasible to take a cab to town and a short tour of maybe architecture in mexico city ?

Answer
In my opinion, no.  If you were to leave the airport and something happend to your transportation and you couldn't get back to the airport in time you will miss your flight.  You will then have to fly stand-by on the next flight(s).  If all the flights are full, you may be stranded at the airport for a very long time.  I suggest that you take a portable DVD player and watch a movie, perhaps eat a good meal at one of the restaurants, and just relax until your next flight.
