Question
The battleship USS Idaho was also known as BB-42. What does BB-42 mean? Who decides such things?

The USS Idaho was the 42nd Battleship built for the US Navy.  The USS Indiana or BB-1 was put into serve in 1895.  A department of the Navy call the Bureau of Ships decided such things.  BB is short for Battleship.
