How many billions of dollars were used in WWII to research and develop new technologies?

This is too broad a question. E.g., are you asking about R&D costs for every belligerent, from Mexico to the Soviet Union? I don't think such all-inclusive data are to be found in any single resource. Rather, one would more productively examine specific programs such as the U.S's Manhattan Project to develop nuclear weapons, or Germany's program to develop submarine warfare. You can do this yourself by googling each project.
