Answer 1. They will usually be cheapest online, even after shipping cost is included.
2. Quest is the only manufacturer of A6-4 engines. Why is this important? Because Quest doesn't have anywhere near the retail penetration that Estes does. That means you are MUCH more likely to find Estes engines in stores, whether it be your small local hobby shop or at a big store like Wal-Mart. So, your best alternative is to get your A6-4s online.
A possible solution: Try your rockets on Estes A8-3 motors. These are very widely available, and you'll likely find that your rocket flies just as well on them as it does on Quest A6-4 motors.
