I have an emachine monitor I bought last year just as Vista came out.  Now after I am on the computer for about 20 minutes, the screen becomes blurry and there appears to be a shadow of everything (as if the sun is off to the left).  If I turn off the monitor for a while and back on the problem is gone.

have you tried cleaning the monitor? You can blow it out using some canned air. Then use the buttons on the front to set it to the factory defaults or reset.
Also try getting updated video drivers for your video card.
